PRINCIPAL ACCOUNTABILITIES:
1. Communicates with all customers on a professional level and develop solid relationships to enhance effective communications.
2. Researches accounting and tax treatments of current and proposed transactions and any new regulations or pronouncements to determine their effect on the District.
3. Acts as a lead for special project work and identifies and addresses potential accounting, financial, procedural and operational issues based on various analyses performed.
4. Exercises broad discretionary powers while directing projects to insure that the Department's policies and appropriate professional standards are maintained during all phases of activities.
5. Coordinates project staff requirements based on the scope of the review, accumulates and reviews the observations related to the analysis and develops solid recommendations based on the work performed.
6. Recommends new and revised procedures, guidelines and standards that establishes improved methods and routines for processes under review.
7. Maintains the confidentiality of information obtained in the course of carrying out responsibilities.
QUALIFICATIONS:
* Bachelor's Degree in Accounting, Finance or related field required.
* Master's degree or, must have one-half of the requirements completed, or attain degree within 2 years.
* Minimum of three years of audit, operational analysis or related experience required.
* Professional designation (CPA, CIA, CISA, CMA) is required.
* The incumbent must be thoroughly knowledgeable of professional auditing standards and practices with the regulations governing District operations including Governmental Accounting Standards Board, Financial Accounting Standards Board and Federal Energy Regulatory Commission pronouncements.
* Working knowledge of IRS regulations, statistical sampling techniques, risk management principals, material management policies and accounting for utility operations.
* The desire to further the incumbent's education is expected and will be a significant factor in this person's personal advancement.
* Excellent problem solving, communications and human relations skills are required.
* Solid organizational skills along with the ability to work in a supervisory role are essential.
* Experience with operations analysis methodologies and statistics is desirable.
* Must have knowledge and demonstrated experience using Excel, Word, Windows NT, PowerPoint, Oracle, Access, Cognos or similar software.
