There are myriad infrastructure and device issues related to running Wi-Fi and cellular on the same network. Two industry groups the Wi-Fi Alliance and CTIA-The Wireless Association said earlier this month that they will develop and promote certification programs for cell phones that provide both Wi-Fi and cellular functionality. The initial focus will be on radio frequency performance mapping in an environment in which both networks are operational.
